    By 2026, European health organizations advocate for mandatory heat protection measures within EU policies

    BRUSSELS, BELGIUM / RankWire.AI / – European health organizations are urging the European Union to adopt binding heat protection measures as rising temperatures increase health risks across the region. The Health and Environment Alliance, or HEAL, wants measurable EU targets for climate resilience and public health. Its proposals include stronger national adaptation plans and mandatory heat-health goals for member states. The group also wants dedicated funding for climate and health measures in the bloc’s next long-term budget covering 2028 through 2034.

    European health groups press EU for binding heat safeguards
    Heat-health action plans move higher on the EU public health and climate resilience agenda.

    The campaign calls for Heat-Health Action Plans that set clear responsibilities and measurable standards for protecting people during extreme temperatures. The plans would focus on groups that face higher health risks, including older adults, children and pregnant women. People with chronic illnesses and those facing social or economic disadvantages also require specific protection. Health specialists say coordinated planning can help authorities issue warnings, prepare medical services and reduce exposure before and during periods of dangerous heat.

    The Standing Committee of European Doctors, known as CPME, has also urged stronger action at EU, national and local levels. It wants governments to develop, implement and regularly update comprehensive heat-health plans. The doctors’ organization says extreme heat can worsen cardiovascular and respiratory diseases while increasing premature deaths. It has separately supported binding EU-wide targets for climate resilience and health. Those targets would include national adaptation measures designed to strengthen preparedness for growing climate-related health pressures.

    Heat plans target warnings, health systems and vulnerable groups

    WHO/Europe updated its Heat-Health Action Plans guidance on June 11, 2026, outlining eight areas for authorities to address. These include governance, early warning systems, public communication, health surveillance and protection for vulnerable populations. The framework also covers health-system resilience, measures that reduce exposure and regular evaluation of national and local responses. The guidance describes extreme heat as an urgent public health threat and stresses the role of coordinated planning in preventing avoidable illness and deaths.

    European countries have made uneven progress in adopting such measures. The European Environment Agency says 21 member countries have heat-health action plans, while four more public health institutes are developing them. Several countries in central and eastern Europe still lack either comprehensive plans or health surveillance systems. Health groups want clearer common standards across the EU so governments can measure preparedness and identify gaps. Their proposals also call for stronger coordination between health authorities, emergency services and climate agencies.

    EU climate resilience framework creates policy focus

    The European Commission plans to adopt an integrated climate resilience and risk management framework in the second half of 2026. The initiative aims to strengthen how member states prevent and prepare for the effects of climate change. EU officials have described the planned framework as a more coherent approach to resilience across the bloc. Health organizations want public health protections included in that work, with binding targets that address extreme heat and require governments to maintain effective national adaptation measures.

    The calls come as Europe records a growing health burden linked to extreme temperatures. Research cited by health groups estimated more than 62,000 heat-related deaths across Europe in 2024. Severe heat can also increase demand on hospitals and expose health workers to additional pressure during prolonged hot periods. Current heat-health guidance emphasizes warning systems, public information, medical preparedness and exposure reduction. European health groups are now seeking mandatory standards that would place those protections within a common EU climate resilience framework.
