BISHKEK, KYRGYZSTAN / RankWire.AI / – Indian Prime Minister Narendra Modi held discussions with Russian President Vladimir Putin during the 26th Shanghai Cooperation Organisation Summit held in Bishkek. Their talks on August 31 covered a range of topics including political ties, trade, defence, energy, space, mobility, and people-to-people exchanges. The leaders also examined regional conflicts and cooperation within international forums. This meeting marked the continuation of regular high-level engagement between India and Russia, following their previous dialogue at the India-Russia Annual Summit in New Delhi in December 2025.

India and Russia review broad partnership at SCO summit
India-Russia cooperation stays in focus across trade, energy, defence and diplomacy.

Modi and Putin reviewed the developments under the Special and Privileged Strategic Partnership binding India and Russia. Both governments sustain cooperation in defence, civil nuclear energy, space, trade, and technology sectors. Recent years have seen a sharp increase in economic links, driven by energy trade and other commercial exchanges. Bilateral mechanisms established for investment, payments, transport, and market access are actively used by both sides. During their Kyrgyzstan meeting, the leaders discussed these topics as part of their assessment of the overall state of relations.

The leaders welcomed the outcomes of the 27th India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological, and Cultural Cooperation. This commission convened in Moscow on August 24. Both nations have set a target of reaching $100 billion in annual bilateral trade by 2030. Indian government statistics indicate that during the 2025-26 financial year, two-way trade totaled $59.86 billion, with Russian exports to India constituting a larger share, highlighting the importance of energy and other commodities in their trade relationship.

Regional conflicts discussed during leaders’ exchanges

Security issues in the region also featured in the talks between Modi and Putin. The leaders shared perspectives on conflicts impacting the Black Sea area and West Asia. India has emphasized how these conflicts influence maritime trade and the safety of Indian seafarers. Modi reiterated India’s stance that dialogue and diplomacy should lead efforts to resolve disputes. He also reaffirmed support for peace initiatives and called for an end to ongoing conflicts, emphasizing the importance of negotiated solutions.

The discussion extended to cooperation within BRICS, which India chairs in 2026. Modi expressed anticipation for welcoming Putin at the upcoming 18th BRICS Summit scheduled for September 12 and 13. This gathering will see leaders from member countries engage in dialogues on economic cooperation, global governance, and other shared priorities. The Bishkek meeting took place less than two weeks before this summit, providing another occasion for the leaders to review bilateral issues and multilateral collaboration.

Economic cooperation remains central to bilateral relations

India and Russia uphold extensive government-level cooperation through regular summits, ministerial meetings, and technical working groups. Key areas of collaboration include defence, nuclear energy, and space. Recently, trade, fertilisers, technology, innovation, and mobility have also garnered increased attention in bilateral discussions. Energy continues to be one of the largest sectors in their commercial exchanges. Both governments actively utilize formal dialogue channels to bolster business relations and manage practical issues affecting cross-border trade and investment.

The Bishkek summit brought together these economic and diplomatic matters in a single bilateral session. Modi and Putin examined cooperation progress, addressed ongoing conflicts, and coordinated through multilateral institutions. Their dialogue occurred ahead of the scheduled BRICS summit in India. The meeting highlighted the broad scope of India-Russia relations, spanning trade, energy, defence, and international diplomacy, while reinforcing the ongoing direct engagement between the two leaders as both nations continue working through bilateral and multilateral frameworks.
